VBSP Announces Appointment of New General Director

(VBSP News) The Vietnam Bank for Social Policies (VBSP) has just held a ceremony in VBSP Headquarters in Hanoi to announce and present the Prime Minister's Decision appointing Ms. Nguyen Thi Hang, former Deputy General Director, as Member of the Board of Directors and General Director of VBSP.

The ceremony was chaired by Mr. Pham Duc An, Member of the Party Central Committee, Secretary of the Party Committee, Governor of the State Bank of Vietnam (SBV), and Chairman of the VBSP Board of Directors, who presented the appointment decision.

The event was attended by Senior Lieutenant General Be Xuan Truong, Chairman of the Vietnam Veterans Association; Mr. Nguyen Manh Khuong, Deputy Minister of Home Affairs; Mr. Phan Nhu Nguyen, Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union; representatives of ministries, central agencies, commercial banks, members of the Advisory Board, the Executive Management Board, VBSP senior executives, and staff from the Head Office and online meeting points nationwide.

At the ceremony, Ms. Tran Thu Huyen, Director General of the Organization and Personnel Department of the SBV, announced Decision No. 1169/QD-TTg dated June 29, 2026, issued by the Prime Minister, appointing Ms. Nguyen Thi Hang as Member of the Board of Directors and General Director of VBSP. She also announced the decision of the Standing Committee of the SBV Party Committee approving Ms. Nguyen Thi Hang as Secretary of the VBSP Central Party Committee for the 2025–2030 term.

Authorized by the Prime Minister, Governor Pham Duc An, Chairman of the VBSP Board of Directors, presented the appointment decision, which takes effect from July 1, 2026.

Governor Assigns New Responsibilities

In his remarks, Governor Pham Duc An congratulated Ms. Nguyen Thi Hang on her appointment and expressed confidence in her ability to fulfill her new responsibilities. He also acknowledged the significant contributions of Mr. Duong Quyet Thang, Secretary of the VBSP Central Party Committee, Member of the Board of Directors and General Director, who will retire under the statutory retirement regime from July 1, 2026.

The Governor highly appreciated Mr. Duong Quyet Thang's outstanding contributions during his tenure as General Director. Together with the leadership team and employees across the system, he helped transform VBSP into a Hero of Labour in the Renewal Period, an honor recognized by the Party, the State and the people.

Governor Pham Duc An emphasized that over the past two decades, VBSP has firmly established itself as the Government's specialized financial institution for implementing poverty reduction programs, ensuring social security, and promoting inclusive economic development. Through its policy credit programs, VBSP has effectively contributed to national target programs, expanded access to financial services in remote and disadvantaged areas, strengthened public confidence in the Party and the State, and consistently maintained one of the lowest non-performing loan ratios among Vietnamese credit institutions.

Addressing the newly appointed General Director, the Governor expressed his confidence that Ms. Nguyen Thi Hang would continue to demonstrate her leadership capacity, professional experience, and strong sense of responsibility; maintain internal solidarity; and lead the VBSP system in successfully fulfilling its missions, thereby contributing to sustainable poverty reduction, social security, and socio-economic development.

Regarding future orientations, the Governor requested VBSP to continue strengthening its financial capacity, expanding policy credit while improving credit quality, ensuring that preferential loans reach the right beneficiaries, diversifying funding sources, accelerating digital transformation, simplifying procedures, modernizing operations, enhancing governance, and improving service quality, particularly for people living in remote and mountainous areas.

New General Director Commits to Continuing VBSP's Development

In her acceptance speech, General Director Nguyen Thi Hang expressed her honor and sincere gratitude for the trust placed in her by the Party, the State, the State Bank of Vietnam, and the VBSP Board of Directors. She also extended her appreciation to previous generations of leaders and all VBSP employees for their dedication and solidarity in building the bank's achievements.

She expressed her hope to continue receiving the leadership, guidance, and support of the Party, the Government, the State Bank of Vietnam, ministries, central agencies, local authorities, and relevant organizations in carrying out social policy credit activities.

The new General Director affirmed her commitment to inheriting and building upon the achievements of previous generations of VBSP leaders. She pledged to continue learning, uphold responsibility, strengthen solidarity with the leadership team and all employees, and successfully accomplish assigned tasks.

She also committed to directing the effective implementation of Directive No. 39-CT/TW dated October 30, 2024, issued by the Party Secretariat on improving the effectiveness of social policy credit in the new period; implementing the VBSP Development Strategy to 2030; enhancing governance and management capacity; ensuring sustainable credit growth associated with improved credit quality and operational safety; expanding access to concessional loans for poor households and other policy beneficiaries; accelerating digital transformation and administrative reform; improving service quality; and contributing to the country's socio-economic development and social security objectives.

Farewell Remarks by Outgoing General Director

Responding to the remarks made by the Governor and the new General Director, Mr. Duong Quyet Thang expressed his heartfelt gratitude for the trust and support of the Party, the State, the Government, the State Bank of Vietnam, the VBSP Board of Directors, and generations of VBSP employees throughout his career.

Before retiring, he expressed his confidence that the leadership and staff of VBSP would continue to uphold the bank's tradition of solidarity, discipline, innovation, and operational excellence, ensuring that policy credit reaches the intended beneficiaries while building a sustainable and increasingly self-reliant VBSP that contributes to the effective implementation of the Party's and the State's policies on sustainable poverty reduction, social security, and socio-economic development.

Biography of General Director Nguyen Thi Hang

Ms. Nguyen Thi Hang was born on October 23, 1978, in Phuong Lieu Ward, Bac Ninh Province.

She holds an Advanced Certificate in Political Theory, a Master's Degree in Law, a Bachelor's Degree in Judicial and Public Administration, and a Bachelor's Degree in Finance and Banking.

Ms. Nguyen Thi Hang joined VBSP in May 2003 and has held various positions, including Legal Secretary, Deputy Chief of Office, Acting Chief of Office, Director of the Legal Department, and Director of the VBSP Ninh Binh Provincial Branch.

From October 2020 to June 2026, she served as Deputy General Director of VBSP, overseeing several key operational areas, including finance, internal inspection and control, and legal affairs.
