Policy Credit Supporting Community Reintegration

The People's Committee of Hoa Chau Ward, Hue City, has recently established the Steering Committee for the “Community Reintegration for Ex-prisoners” model, while organizing legal communication and dissemination activities for citizens who have completed their prison sentences and returned to their local communities.

At the event, representatives of the VBSP Phu Xuan Transaction Office introduced the key contents of the preferential loan programme for people who have completed their prison sentences under the Prime Minister’s Decision No. 22/2023/QD-TTg. Guidance was provided on eligible beneficiaries, loan conditions, loan limits, loan terms, and lending procedures, helping participants better understand the Party's and the State's policies while facilitating access to preferential credit for ex-prisoners to develop production and business activities, create jobs, and stabilize their livelihoods.

Since the implementation of the Prime Minister's Decision No. 22/2023/QD-TTg dated 17 August 2023, the VBSP Phu Xuan Transaction Office has worked closely with local Party committees, authorities, the police force, and mass organizations to effectively implement the preferential credit programme for people who have completed their prison sentences. To date, the office has disbursed more than VND 2.04 billion to 23 borrowing households. Policy credit has become an important source of support, enabling many former offenders to rebuild their lives, improve their household economies, and gradually reintegrate into the community.

In Hoa Chau Ward, many borrowers have made effective use of preferential loans to expand their livelihoods and achieve encouraging results. One example is Ms. Tran Thi Ba from La Khe Residential Group, who obtained a VND 100 million loan to purchase a goods transport vehicle. By using the loan for its intended purpose, she has gradually stabilized and expanded her business, generating a steady income for her family. Another example is Ms. Phan Thi Thu from Thanh Ha Residential Group, who borrowed VND 100 million to renovate her garden and develop a clean vegetable farming model. With the financial support, her household's production activities have become increasingly efficient, contributing to higher income and improved living standards.

In practice, policy credit has not only helped borrowers improve their economic conditions but has also strengthened their confidence and encouraged them to overcome social stigma and successfully reintegrate into the community. Many beneficiaries have become productive workers, fulfilling their responsibilities to their families and society, thereby reducing the risk of reoffending and contributing to the maintenance of social order and security in their localities.

The preferential loan programme for people who have completed their prison sentences is one of the Party's and the State's highly humanitarian policies, demonstrating their commitment to providing former offenders with opportunities to rebuild their lives. The effective implementation of the programme not only enables borrowers to develop their livelihoods and achieve stable living conditions but also contributes to social welfare, stronger community solidarity, public safety, and sustainable development.

Through the policy communication activities and the launch of the “Community Reintegration for Ex-prisoners” Model, the People's Committee of Hoa Chau Ward and the VBSP Phu Xuan Transaction Office have reaffirmed the commitment of local authorities and relevant agencies to supporting community reintegration. These efforts provide additional motivation for people who have completed their prison sentences to stabilize their livelihoods, develop their household economies, become responsible and productive citizens, and contribute to building an increasingly civilized, prosperous, and sustainable community.
