Policy credit: A cornerstone of sustainable development

(VBSP News) Policy credit funds continue to play a crucial role in supporting people to develop livelihoods and improve their lives, while also contributing to the effective implementation of national target programs in Gia Lai province, especially in ethnic minority areas.

Developing livelihoods and improving quality of life.

With a loan of 100 million VND from the Social Policy Bank, Ms. Doan Thi My Kien (Ha Ri village, Vinh Thinh commune) boldly invested in raising beef cattle combined with goat farming. From a small-scale beginning, her family now has a herd of 15 animals.

Thanks to the application of technology in livestock farming and proactive management of feed sources, the model provides a stable income. "With preferential loans, I confidently expanded the scale of production to increase my income," Ms. Kien shared.

In Vinh Thinh commune, policy credit programs have been implemented synchronously and widely, covering many target groups. To date, outstanding loans to poor households have reached nearly 30.7 billion VND, near-poor households over 23.5 billion VND, and newly escaped poverty households over 30.7 billion VND. This capital flow creates an important foundation for sustainable poverty reduction in the locality.

Mr. Pham Van Tien, Vice Chairman of the People's Committee of Vinh Thinh commune, said: "The locality closely cooperates with the Social Policy Bank to implement loan programs. People use the capital for the right purposes and effectively, contributing to reducing the poverty rate of the commune from 6.33% in 2024 to 3.93% in 2025."

Policy credit not only supports livelihood development for the people, but also extends to essential areas, especially clean water and rural sanitation – an important criterion in building new rural areas.

In border communes, capital is channeled through savings and loan groups, helping many households build clean water facilities and sanitary toilets. According to statistics, in the 6 communes under the management of the Duc Co Branch of the Vietnam Bank for Social Policies, more than 17,800 households have access to clean and hygienic water, reaching a rate of nearly 88%; many communes have achieved very high rates such as Ia Pnon at 100%, Ia Dok and Ia Krel at 96%.

Mr. Nguyen Van Dieu, Director of the Duc Co Branch of the Vietnam Social Policy Bank, said: “We prioritize funding for the rural clean water and sanitation program. From using untreated natural water sources, many households now have clean water systems for daily use, contributing to raising awareness of hygiene and improving the quality of life.”

Supporting the implementation of national target programs.

Throughout the province, policy credit programs have been implemented synchronously, linked with the implementation of national target programs. From the beginning of the year until now, the loan program for poor, near-poor, and newly-escaped-poverty households has disbursed 506 billion VND to more than 8,000 borrowers. The total outstanding debt of these programs currently stands at 4,681 billion VND with nearly 82,000 households still having outstanding debt.

 

In the ethnic minority areas of the province, policy-based credit continues to play a crucial role as a "support system" for many households to improve their lives. In the first six months of 2026, policy-based credit programs disbursed 1,161 billion VND to over 18,000 borrowers; the total outstanding debt of these programs reached 5,351 billion VND. This capital not only helps borrowers develop production but also build houses, clean water facilities, and sanitation infrastructure.

Alongside poverty reduction, policy-based credit has also supported localities in implementing criteria for building new rural areas. From the beginning of 2026 to the present, the Social Policy Bank - Provincial Branch has increased disbursement in 110 communes building new rural areas in the province, with a total loan volume currently reaching 3,188 billion VND/over 47,000 customers. The loan capital has been effective in creating jobs, increasing people's income, developing education , and improving the rural environment.

Ms. Ngo Thi Thanh Diep, Vice Chairman of the People's Committee of Ia Hiao commune, said: "Through entrusted associations and organizations, policy credit funds are strictly managed, reaching the right beneficiaries, contributing to gradually fulfilling many criteria in the national target program in the locality."

According to Mr. Nguyen Minh Huong, Director of the Social Policy Bank - Provincial Branch: In the coming time, the unit will continue to prioritize capital for sustainable poverty reduction programs, new rural development, job creation and livelihood development; while focusing on ethnic minority areas, mountainous regions, and disadvantaged areas so that policy credit truly becomes a pillar of social security.
