Giving opportunities and instilling confidence in reformed offenders in Dak Lak

After serving their prison sentences, what many people need most is not only sympathy but also an opportunity to rebuild their lives. With preferential credit policies under Decision No. 22/2023/QD-TTg of the Prime Minister, capital from the Vietnam Bank for Social Policies (VBSP) is becoming a support system, helping many former offenders develop economically, stabilize their lives, and gradually reintegrate into the community.

When trust is placed in the right place

In Cu M'gar commune ( Dak Lak province ), Mr. Tran Van Bang had previously served a prison sentence for "illegally possessing and using narcotics." Upon his release, Mr. Bang was given 5 sao (approximately 0.5 hectares) of land by his family, but he lacked the capital to invest in production. Through the Savings and Loan Group, he received a loan of 90 million VND from the Cu M'gar branch of the Vietnam Bank for Social Policies to cultivate coffee and develop livestock farming.

Thanks to preferential loans, many people who had gone astray have gradually overcome difficulties, risen to find stable jobs and incomes.

Thanks to his hard work, the coffee plantation is now thriving, promising a high yield in the upcoming harvest. "I will try to focus on production, rebuild my life, and stay away from social vices," Bang shared.

For example, in Ea Súp commune (Đắk Lắk), Mr. Đặng Văn Thương had previously served a 4-year and 6-month prison sentence for "destroying forests." After returning to his hometown, with the encouragement of his family and the local authorities, Mr. Thương received a 70 million VND loan from the Social Policy Bank to invest in cultivating 2 hectares of mango trees.

The preferential loan helped Mr. Thuong install a water-saving irrigation system and properly care for his orchard. This year, his family harvested about 6 tons of mangoes, bringing in a profit of about 25 million VND.

"The preferential credit has helped my family develop economically and stabilize our lives. I will strive to work hard and not betray the trust and humane policies that the Party and State have given to those who have made mistakes," Mr. Thuong expressed.

The story of Mr. LVH, from Buon Ho ward (Dak Lak), also demonstrates the effectiveness of coordination between the police force, local authorities, and the Social Policy Bank. After serving his prison sentence, he was unemployed and lacked capital for production. In August 2025, he received a loan of 100 million VND to invest in caring for his family's durian orchard.

In reality, after returning to their hometowns, many people who have completed their prison sentences face numerous difficulties such as: lack of employment, lack of capital for production, and feelings of shame about their past.

This year, the orchard yielded about 3 tons of fruit, providing a stable source of income. "The preferential loan saved me and my family. I am grateful to the government, the police force, and the Social Policy Bank for giving me the opportunity to become a useful member of society," Mr. H. shared.

Capital opens the door to reintegration.

In reality, after returning to their hometowns, many people who have completed their prison sentences face numerous difficulties such as unemployment, lack of capital for production, and feelings of shame about their past. Without the support of family, the government, and social organizations, the journey to rebuild their lives will be very arduous.

Recognizing the humanitarian significance of the credit policy for those who have completed their prison sentences, right from the effective date of Decision No. 22/2023/QD-TTg, the Vietnam Bank for Social Policies (VBSP) branch in Dak Lak province has coordinated with the Provincial Police, political and social organizations, and local authorities to promote awareness, review loan needs, and promptly disburse funds to eligible cases.

According to Dao Thai Hoa, Director of the Vietnam Bank for Social Policies branch in Dak Lak province, the program has profound social significance as it provides opportunities for people who have made mistakes to learn vocational skills, develop production, create jobs, and stabilize their lives.

Along with disbursing funds, the unit also coordinates in guiding the proper use of capital, regularly inspects, and supports borrowers to improve investment efficiency.

By the end of July 2026, Dak Lak province will have created jobs for 13,442 workers through policy-based credit, including 79 people who have completed their prison sentences and 6 people who have completed drug rehabilitation. While these numbers may not be large, they reflect the sustainable value of the policy, as each loan contributes to opening up new opportunities for borrowers and their families.

A noteworthy aspect of the credit program for those who have completed their prison sentences is the close coordination between the Vietnam Bank for Social Policies (VBSP) and the police force, local authorities, and socio-political organizations.

This support helps ensure that the selection process is accurate, that the funds are used effectively, and that borrowers are motivated to overcome their insecurities and confidently integrate into the community.

Each loan disbursed on time is not simply financial support, but also represents society's trust in those determined to correct their mistakes.

The overall picture of policy credit activities in Dak Lak also shows the effectiveness of capital management. By the end of July 2026, the total outstanding loan balance of the branch reached over 15,963 billion VND, an increase of over 10.3% compared to the end of 2025, with nearly 250,000 customers still having outstanding loans. This capital supported more than 52,700 poor households and policy beneficiaries in developing production, creating jobs, building clean water facilities, social housing, and investing in economic development.

Notably, credit quality continues to be maintained, with the total ratio of overdue and non-performing loans accounting for only 0.17%, significantly lower than the national average. This demonstrates that policy capital is being used for its intended purpose and is yielding effective results.

According to Mr. Dao Thai Hoa, in the coming time, the branch will continue to coordinate with the Provincial Police and local authorities to review loan needs and prepare sufficient resources to promptly meet the needs of all eligible cases.
