Disbursement of Preferential Credit to Post-Rehabilitation Drug Users

The VBSP Loc Ninh Transaction Office (Dong Nai Province) has disbursed preferential loans to the first eligible post-rehabilitation drug users in the locality under the Prime Minister's Decision No. 08/2026/QD-TTg dated March 3, 2026, which provides preferential credit for post-rehabilitation drug users.

A total of VND 200 million (approximately USD 7,700) was disbursed in this initial round using funds entrusted by the local government to the VBSP Loc Ninh Transaction Office. The loans are intended to help post-rehabilitation drug users create jobs, generate stable incomes, and successfully reintegrate into the community. Borrowers are using the loans to purchase fertilizers, maintain cashew plantations, and invest in cattle farming. The lending interest rate is 6.24% per annum, equivalent to the current preferential lending rate applicable to poor households.

Recognizing the significant humanitarian value of this policy, immediately after Decision No. 08/2026/QD-TTg took effect on May 1, 2026, the VBSP Loc Ninh Transaction Office proactively coordinated with the local police and authorities to review and identify eligible beneficiaries. At the same time, it worked closely with entrusted socio-political organizations in Loc Ninh Ward to assist applicants in completing loan documentation promptly and in accordance with regulations.

Alongside loan disbursement, communication and policy dissemination activities have been intensified to ensure that local residents, particularly post-rehabilitation drug users, can promptly access the Party's and the State's support policies, thereby facilitating their sustainable livelihoods and successful community reintegration.

Under Decision No. 08/2026/QD-TTg, post-rehabilitation drug users who wish to pursue vocational training are eligible for preferential loans of up to VND 4 million (approximately USD 155) per month. Those seeking loans for production, business development, or job creation may borrow up to VND 200 million (approximately USD 7,700) per borrower.

In addition, small and medium-sized enterprises (SMEs), cooperatives, cooperative groups, and household businesses employing post-rehabilitation drug users are also eligible for preferential loans of up to VND 2 billion (approximately USD 77,000) to expand production and create additional employment opportunities.

The implementation of this preferential credit program not only helps post-rehabilitation drug users develop sustainable livelihoods and improve their living conditions, but also enables them to reintegrate into the community with greater confidence. At the same time, it contributes to strengthening social security and promoting inclusive socio-economic development at the local level.
